The Crystal Police Department is the first place to look for local police data. The department has a records request system that lets you ask for copies of incident reports, accident reports, and other police files. You can start this process through the Crystal Police Request a Report page on the city website.

The request form is available as a PDF or online form. Fill it out with what you know about the case, such as a name, date, or case number. Submit the form and the department will pull the records you asked for. Expect about 10 business days for the department to process your request. Once your records are ready, you pick them up in person at the Police Department.

Not all data is available right away. If an investigation is still open, some parts of the file may be withheld. Under Minn. Stat. § 13.82, law enforcement data becomes public once an investigation is no longer active. The police must tell you which law they are using if they turn down your request. Active case data, informant names, and certain witness details can stay private until the case wraps up.

The Crystal Police also make predatory offender information available. You can look up registered offenders in the Crystal area through the state registry or ask the department for local data. This is public information and anyone can access it without giving a reason.

Hennepin County Court Records

Crystal falls under Hennepin County and the 4th Judicial District. This is the largest trial court in Minnesota. All criminal cases, civil matters, family law filings, and traffic cases from Crystal go through the Hennepin County District Court. The main courthouse is the Hennepin County Government Center at 300 South 6th Street in Minneapolis.

You can search court records for free. The Minnesota Court Records Online system, called MCRO, lets you look up cases by name across the whole state. Filter your results to Hennepin County to narrow things down. The search pulls up case numbers, charges, filing dates, and docket entries. This is the quickest way to check if someone in Crystal has a court case on file.

Copies of actual court documents cost money if you pull them through MCRO. The fee is $8 per document for regular copies. Certified copies run $14 each. But there is a way around this. If you go to the courthouse in person or send an email to the Records Center, uncertified copies are free. The Records Center phone number is (612) 348-3991.

Jail Roster and Custody Records

People arrested in Crystal are booked into the Hennepin County Jail. The Hennepin County Jail Roster is a free online tool that shows current and recent bookings. Search by name to find booking info, charges, and custody status. Records stay on the roster for about 90 days after someone is released.

The jail system books around 40,000 people each year. The roster is public. You do not need to give a reason to search it. Results include the person's name, photo, charges, and whether they are still in custody. The roster updates throughout the day so you get current data.

Hennepin County also runs a Warrant Helpline. Call (612) 540-6485 to check if someone has an active warrant. This is a good backup when a jail roster search comes up empty but you still want to know about outstanding warrants for someone in the Crystal area.

Tip: Jail roster data is public under Minnesota law. No account or ID is needed to use the online search tool.

Property Records in Crystal

Property records are a useful part of any people search. If you have an address in Crystal, you can look up who owns it through the Hennepin County Property Information Search tool. Type in a street address and the system shows the owner's name, tax data, assessed value, and sale history.

This works the other way too. If you know a person's name, you can sometimes find their address by searching property records. The tool is free and open to everyone. Under Minn. Stat. § 13.03, government data is public unless a law says otherwise. Property ownership data falls clearly under this rule. No one needs to give a reason or show ID to search these records.

You can also visit the Hennepin County Assessor's office in person or call them if you need help with a specific property lookup. The assessor keeps detailed records on every parcel in the county, including those in Crystal. Historical ownership data going back many years is available for most properties.

State-Level Search Tools

Minnesota runs several statewide databases that add to what you can find at the local and county level. The Bureau of Criminal Apprehension maintains the state criminal history system. You can request a background check through the BCA for a fee. The check covers all 87 counties in one search.

The Minnesota Department of Corrections has a free offender locator. Search by name to find people in state prison or on supervision. Results show the person's photo, offense, facility, and expected release date. The DOC Offender Search covers the whole state.

The Predatory Offender Registry is another free tool. The BCA manages this database. You can search by name, city, or zip code. For Crystal, try the 55427 and 55428 zip codes. The registry shows offender photos, addresses, and offense details. Anyone can use this tool without creating an account.

Your Right to Access Records

Minnesota's Government Data Practices Act gives you broad access to public records. This law covers every level of government in the state. If a city or county office turns down your request, they must explain why in writing and cite the specific law that makes the data private.

Most records are public by default. Criminal case files, police reports from closed investigations, property ownership data, and court docket information are all available to anyone who asks. There are exceptions. Juvenile records are usually sealed. Active investigation files can be held back. Medical records and certain personnel files stay private under their own rules.

You can send a data practices request to any Crystal city office or Hennepin County department. Put your request in writing and be specific about what records you want. Agencies must respond in a reasonable time. They may charge for the cost of copies but cannot bill you for the time it takes staff to locate the records.
